MEPC72 calls for a submission of DCPs by 1st September 2018!

The IMO Data Collection System (IMO DCS) that came into force on 1st March 2018 was briefly reviewed during the Marine Environment Protection Committee’s (MEPC) recent 72nd session, which took place on 9-13 April 2018 in London.

Most notably, the committee approved a sample format for the Confirmation of Compliance that certifies that the ship has a Data Collection Plan (DCP) in place within the SEEMP Part II, which complies with the IMO requirements. The Confirmation of Compliance is issued by the Flag Administration or any duly authorised organisation, and shall be kept on-board the ship from 1st January 2019. 

The Confirmation of Compliance comes as a simple A4 document and includes the designation of the Flag State and authorized organisation, the particulars of the ship, and the date and place of issuance. The format of the Confirmation of Compliance can be found in the Annex of the MEPC.1/Circ.876.

In addition, it was agreed to encourage shipping companies to submit their DCP (SEEMP Part II) to their respective Flag Administration or any duly authorised organisation by 1st September 2018, to ensure timely verification. 

This would indeed give enough time to the Flag Administration or any duly authorised organisation to review the DCP and issue the Confirmation of Compliance before the start of the first monitoring period (2019).
