Setting Sail Towards Compliance: Navigating the Hong Kong Convention and Liberia's IHM Update

The International Maritime Organization (IMO) along with recent ratification by key countries and Flag States has resulted in a momentous stride in enhancing maritime safety and environmental protection through the enforcement of the Hong Kong Convention, mandating the incorporation of an Inventory of Hazardous Materials (IHM ) we all ships. The IHM functions as a comprehensive record of hazardous materials present on vessels. Liberia's recent ratification of the Hong Kong Convention has triggered a set of requirements for shipowners, and operators. It is now imperative for all Liberian-flagged ships to undergo a thorough survey and possess a valid International Certificate on IHM (ICIHM) onboard before the stated deadline of June 26th, 2025.

​In order to ensure compliance with the Hong Kong Convention, IHM Survey services are tailored to develop IHM Part I in accordance with IMO guidelines. These services encompass the preparation of IHM Part I for the vessel's hazardous materials inventory. Subsequently, the inventory must be maintained in adherence to regulatory norms, and as the ship approaches its end of life, the preparation of IHM Part II and Part III is undertaken. These efforts collectively aim to mitigate the negative impacts associated with ship recycling by ensuring the use of proper vessel dismantling methods for the safe disposal or recycling of all ship components, including hazardous materials.

The recent wave of regulatory changes underscores the industry's commitment to upholding the highest standards of safety and environmental responsibility. As the maritime sector navigates these evolving requirements, by conducting a thorough IHM Part I Survey before the stipulated deadlines, the shipowners can ensure that their vessels are in compliance with the Hong Kong Convention, and Liberia Flag requirements and are operating in an environmentally responsible manner .
