Carbon Intensity Indicator (CII)


Carbon Intensity Indicator (CII) is a new measure based on an operational approach that supports the IMO’s objective of reducing the carbon intensity of international shipping by 40% by 2030, compared to 2008 levels.

CII was introduced as part of amendments to Annex VI of the MARPOL convention during the 75th session of the Marine Environment Protection Committee (MEPC 75).

What are the Annual operational carbon intensity indicator (CII) and CII ratings?

CII is the operational carbon intensity Indicator expressed in grams of CO2 per deadweight-nautical mile and it is a measure of vessel efficiency of CO2 emitted  in transporting cargo/passengers. The CII and CII rating scheme will apply to all Cargo and Cruise ships of 5000 Gross tonnage and above, that is, the ships which are already subject to the requirements of the IMO Data Collection System.

The annual operational CII achieved or attained CII will be required to be documented and verified against the required annual operational CII. This will enable the Flag state to determine the operational CII rating, the rating will be given on a scale from A to E, A being the better performing vessels.
 
How CII will be calculated and documented?

The attained annual operational carbon intensity indicator will be based on IMO’s Fueloil Data Collection System. An enhanced version of the Ships Energy Efficiency Plan (SEEMP) shall be developed, this would include an implementation plan for calculation of attained CII and a process for reporting to Flag administration for verification. The performance rating of ships shall also be recorded in SEEMP.
 
When will it come into force?

The guidelines on determination of the required annual operational Carbon Intensity Indicator and calculation and verification of the attained annual carbon Intensity indicator is under development and is expected to be finalized and approved in MPEC 76 to be held in 2021 and should enter into force at beginning of the year 2023.

  • Required CII rating to be reviewed at regular intervals and a reduction factor should be implemented to improve the CII rating of ships.
  • Administrations, port authorities, and other stakeholders as appropriate will be encouraged to provide incentives to cleaner Ships depending on their ratings.
  • For ships operating continuously for three years at Level “D” or for one year at level “E”, will have to submit and implement an improvement plan showing how they can improve the vessel's efficiency to a moderate level “C” or above.
