Which data can be requested during the verification of fuel oil consumption submitted ?

As per Regulation MEPC.292(71) 2017 Guidelines for Administration verification of data, the following data shall be available so that it can be provided during the verification :

- 'Summaries of BDN' (as per Appendix 1 of MEPC.292(71)) : date of bunkering (or date of operation affecting ROBs), sum of fuel quantities bunkered (in metric tonnes) per fuel type, diffierence in the amount of remaining tank oil at the beginning / end of the data collection period.

- 'Summaries of disaggregated data' (as per Appendix 1 of MEPC.292(71)) : for each day of the year, the fuel oil consumption per fuel type (in metric tonnes), distance travelled (in nautical miles) and hours underway (in forrmat 'hh:mm') shall be monitored (e.g. from noon reports). The format indicated in the Regulation is indicative and the Administration will accept data recorded in the company's electronic system if the content is complete.

In the case of ships reporting fuel oil consumption using BDN method, monitoring per period may be accepted by Maritime Administrations. Maritime Administrations should be contacted directly to clarify their requirements in terms of 'summary of disaggregated data'. 

For ships reporting fuel oil consumption based on 'flow-meters' or daily 'bunker fuel oil tank monitoring on-board', daily data is expected to be available in all cases.
