Is an on-board visit required during the review of SEEMP Part II / Data Collection Plan? During fuel oil data verification?

No, an on-board visit is not required. For vessels flagged with Panama Maritime Adminstration, a signed confirmation by an approriate responsible person that the SEEMP Part II is available on-board will be required. In all cases, the SEEMP Part I and II (and all documents referenced herein) must always be available on-board so that they can be presented if requested during Port State Control inspectionsk, Classification Surveys or any other statutory audit.
