IMO DCS Preparation

Under the IMO DCS, every ship of 5,000 GT or above must prepare a Data Collection Plan (DCP) that must be submitted for review to the respective Flag administration before 31 December 2018. Verifavia can help ship operators in the creation of the DCP.

Overview

The amendments to MARPOL Annex VI, Regulation 22A, on the fuel oil data collection of ships came into force on 1st March 2018.

Starting from 1st January 2019, ships of 5,000 Gross Tonnage (GT) or above shall collect fuel consumption data, hours underway and distance travelled according to procedures, systems and responsibilities to be outlined in a Data Collection plan (DCP), which is to be included in the Ship Energy Efficiency Management Plan (SEEMP) Part II by December 2018.

The DCS shall be prepared in accordance with the 2016 Guidelines for the Development of a Ship Energy Efficiency Management Plan adopted by Resolution MEPC.282 (70), and shall be reviewed by the Flag Administration or an organisation duly authorised by it. A Confirmation of Compliance is issued by the Flag Administration confirming the successful review of the DCS, which should be kept on board for the period of its validity.

The IMO Data Collection Plan (DCP)

The IMO DCP is a plan that describes the ship's particulars as well the procedures, systems and responsibilities used to monitor fuel consumption, hours underway and distance travelled. The DCP must be created within the Part II of the Ship Energy Efficiency Management Plan (SEEMP) and be available on-board the vessel.

The IMO DCS is very similar to the EU MRV Monitoring Plan but consists in only 9 sections:
  1. Ship particulars
  2. Record of revision of Fuel Oil Consumption Data Collection Plan
  3. Ship engines and other fuel oil consumers and fuel oil types used
  4. Emission factor
  5. Method to measure fuel oil consumption
  6. Method to measure distance travelled
  7. Method to measure hours underway
  8. Processes that will be used to report the data to the Administration
  9. Data quality
The template of the DCP can be found in the Guidelines for the development of a SEEMP (MEPC.282(70)) which can be download here.

What Verifavia can do for you

Verifavia can act either as independent verifier in the Flag States where it is authorized, or alternatively as a provider of technical support for the creation of DCPs.

Verifavia can prepare your DCPs remotely based on a questionnaire, and documents submitted by electronic means. If you already have an assessed EU MRV plan in place, we will base the DCP on the EU MRV plan in order to ensure streamlined and consistent procedures between the two regulations.
