What are the permissible languages for monitoring plans?

Monitoring Plans (MPs) are in principle documents between company and verifier not to be submitted to any competent authority not to the Commission so they can be established in any language.
 
However according to Article 4 of the Delegated Regulation on verification and accreditation adopted on 22 September 2016 (pending publication) there is an obligation to ensure that an English translation of the MP is available because there are circumstances where MPs may need to go to another parties a different verifier, a different company in case of change of company according to recital 22 of the MRV Regulation and also National Accreditation Bodies (NABs) could also have an interest on them.
